Two planning applications have been submitted by bus-stop company Clear Channel Ltd to install a two-sided digital advertising
panel with integrated HD TV camera into
the two main bus shelters in the centre of Penarth. It’s an Audience Analytics Camera above the LCD display, aimed at “maximum viewer detection”, full
HD 1080 x 1920pix for maximum range.

This records facial images and analyses the age and gender of the
viewers of the ad-panel together with viewing time. They will sell this data to
advertisers. They could later use facial recognition analysis on saved images to
identify people personally, and sell on this data.
This start to a surveillance-society is being currently challenged in
the Cardiff High Court as a violation of privacy. CCTV in shops is for security
and not sold on. CCTV on-street is
restricted to police use; their upgrading it to give them a database of faces is
being challenged.

Council officers are expecting to decide on this technology on public bus-stops
for private purposes. Unlike electoral
data whose re-use is controlled and paid-for, they give away public control on
this.
There are no benefits for bus passengers – identifying problems like
buses unable to reach the kerb and leaky shelters. No modernised shelter with
sufficient capacity, real-time information and proper seating as needed especially by elderly and disabled
people.
The Town Council have made no comments, though politicians and bus users
have concerns about filming without consent
in public spaces by private businesses. The Commons S&T committee says cease
